Job Description

The Compliance Support Specialist will ensure Hispanic Access Foundation meets all core compliance obligations under the $25M USDA Forest Service cooperative agreement (Inflation Reduction Act - Urban & Community Forestry). This role will focus on federally required compliance functions (2 CFR 200/400), subrecipient monitoring, and audit readiness. A central responsibility of this role is to develop, implement, and monitor the Forestry Program’s compliance plan, ensuring Hispanic Access remains in full alignment with federal standards throughout the life of the award. Compliance Plan Development & Oversight Lead the development of a comprehensive Forestry Program compliance plan outlining processes, responsibilities, and timelines. Monitor and update the plan regularly to reflect changes in federal guidance, subrecipient needs, and audit risks. Provide progress updates to leadership and recommend corrective actions when needed. Provide training and technical assistance to staff and subrecipients as needed. Subrecipient Monitoring Maintain compliance files for Hispanic Access and its subawardees, including agreements, risk assessments, SAM.gov/UEI validation, and debarment checks. Track reporting deadlines and, in collaboration with grant associates, collect subrecipient reports and certifications and monitor compliance. Support desk reviews and monitoring processes. Federal Reporting & Documentation Prepare and submit FFATA reports for all new subawards and modifications. Support bi-annual reporting required by the Forest Service. Ensure subrecipient and prime records are audit-ready. Procurement & Contract Oversight Verify compliance with 2 CFR 200/400 procurement standards for contracts and subawards. Ensure competitive procurement documentation and conflict-of-interest policies are followed. Financial & Budget Compliance Confirm that costs charged are allowable, allocable, and reasonable under Uniform Guidance . Track administrative cost limits and 80/20 passthrough requirements. Support documentation for budget modifications. Audit & Risk Management Maintain documentation for federal monitoring, OIG review, and external audits. Track subrecipients nearing the Single Audit threshold ($750,000 in federal funding). Assist with audit responses and records requests.
