Non-Profit Community Recovery Program Lead

ICF is looking for a Non-Profit Community Recovery Program Lead to oversee the implementation and management of the Non-Profit Community Recovery Program under the CDBG-DR grant awarded to Pinellas County, FL. Administering $10 million in funding to support nonprofit organizations serving low- and moderate-income (LMI) populations affected by federally declared disasters and ensuring program compliance with HUD regulations are key responsibilities. The Lead will develop and manage application processes, eligibility criteria, and underwriting guidelines ensuring compliance with HUD’s LMI Area Benefit or Limited Clientele national objectives. The role involves coordinating financial support for rehabilitation, repair, or stabilization of nonprofit facilities, preparing grant agreements, tracking program performance, and supporting audits.
