Lead all proposal efforts within the Utilities market and partner with sector growth leaders, capture managers, and technical teams to develop winning strategies. Manage all phases of the proposal lifecycle, coordinate kickoff, storyboarding, writing, reviews, QA, and delivery. Build and lead a small but scalable proposal team dedicated to Utilities pursuits.

Design, develop, and maintain ETL (Extract, Transform, Load) workflows using Esri’s Data Interoperability Extension and Workbench. Create, update, and manage related data tables within enterprise geodatabases to maintain accurate Customer Service Location relationships. Perform ongoing quality control and maintenance of large utility, parcel, and service location datasets to ensure data accuracy, consistency, and integrity.
Develop a standardized cost reporting framework to evaluate developers’ construction pricing submissions across project phases. Review scopes against a demarcation matrix, identifying deviations and their cost impacts. Align all estimates and reports with the Client’s Work Breakdown Structure (WBS) categories.
