Role Overview:

  • The Proposal Manager leads the full proposal lifecycle, from opportunity planning to submission and interview preparation.
  • This role supports infrastructure and construction markets, managing proposals across various delivery models including Bid-Build and Design-Build.
  • The manager drives proposal strategy, win themes, and differentiators, ensuring compliance and compelling client-focused messaging.

Key Responsibilities:

  • Lead end-to-end proposal development, including RFPs, RFQs, SOQs, and qualifications packages.
  • Manage pursuits across multiple delivery methods, coordinating with estimating, operations, and marketing teams.
  • Develop schedules, compliance matrices, and content libraries to streamline future proposals.

Qualifications:

  • Minimum 4 years of related experience with a Bachelor's degree; 5+ years in proposal management preferred.
  • Strong understanding of infrastructure construction, with experience in Bid-Build and alternative delivery methods like CMAR and Progressive Design-Build.
  • Exceptional writing, organizational, and strategic thinking skills, with proficiency in Microsoft Office and proposal management tools.
