Scalability Diagnostics, Evidence Synthesis and Learning Products for Selected SOS Children's Villages Projects Consultant

Scope and Methodology:

• Desk review of five focus projects' documentation and interviews with country teams to assess project maturity and evidence status.
• Apply the IES Scalability Pathway framework to map each project's position and identify evidence gaps and scalability implications.
• Facilitate validation discussions with the IES Team and each Member Association to refine diagnostics and recommendations.

Deliverables:

• Inception report and workplan aligned with the Terms of Reference, submitted by early October 2026.
• Scalability and evidence diagnostics for each focus project, including visual assessment matrix and narrative recommendations, by early November.
• At least one tailored learning product per project and a consolidated final report by December 2026.

Consultant Qualifications:

• At least 7 years of experience in evidence generation, evaluation, MEAL, or adaptive programme management in international development.
• Strong analytical skills with ability to synthesize evidence from multiple sources and translate findings into actionable recommendations.
• Excellent written and spoken English; French is an asset. Familiarity with scalability frameworks preferred.
