Job Description

The Classification Specialist will deliver high-quality classification services, aligned with federal regulations and the Library’s policies and procedures. Duties include providing position description and classification support, advising Library staff and leadership on the development of new PDs and updates/redescriptions, including supervisory and non-supervisory roles. Evaluate and recommend pen-and-ink changes, classification factors, point ratings, and grade levels. Conduct and support desk audits, accretion of duties reviews, Identical Additional (IA) changes, and restructuring initiatives. Prepare initial PD drafts in accordance with Library SOPs and OPM classification guidance. Deliver training and briefings to Library personnel on classification processes, standards, and updates. Maintain classification documentation and assist with PD-related records management. Consult on position management implications, including delayering and organizational restructuring. Apply OPM classification standards to determine accurate title, series, and grade. Ensure PDs align with Library mission statements and reflect accurate organizational structure. Locate and cite references from the Handbook of Occupational Groups and Families. Guide the selection of classification standards and evaluation methods relevant to specific series. Format PDs into narrative, supervisory, or non-supervisory structures as needed. Support grading determinations using the Factor Evaluation System (FES), including calculations and table conversions. Assist with documentation tasks such as completing Optional Form (OF) 8, Position Designation Records (PDR), and identifying Competitive Level Codes (CLC) and Bargaining Unit Status (BUS) codes. Use Adobe Pro (advanced functionality) to annotate and edit PDs for pen and ink changes. Leverage generative AI and prompt engineering methods to improve efficiency and consistency in PD creation, classification research, and classification-related knowledge management. Explore innovative uses of AI in supporting federal human capital functions such as classification assistance, automation of classification standards interpretation, and AI-assisted desk audit preparation.
