Human Resources Management Consultant (Mandarin)

Culmen is looking for a Human Resources Development SME with Mandarin Chinese Language proficiency for a short-term engagement that would be supporting a team to modernize and institutionally reform Partner Nation military with a focus on organizational change. This would have an anticipated start date of 15 Oct 2025. Estimated level of effort is 130 hours over a 3-month period with potential follow-on work through September 2026. Remote work with limited travel. You'll facilitate the development of a National Defense Implementation Plan, document lessons learned, and establish organizations that encourage indigenous innovation across the military. Required qualifications include experience in human resources or organizational development and expert knowledge of HRM policy planning in joint defense organizations. Desired qualifications include Mandarin Chinese Language Skills and experience interacting with Taiwan culture.
