Scope of Work:

  • Assess project performance on relevance, coherence, effectiveness, efficiency, impact, and sustainability using OECD/DAC criteria.
  • Conduct a desk review of project documents, baseline surveys, and financial reports.
  • Use participatory appraisal methods such as key informant interviews and focus group discussions with farmer groups and stakeholders.

Deliverables:

  • Submit an inception report detailing methodology, tools, work plan, and report table of contents.
  • Present findings to stakeholders and provide a draft evaluation report for SNV's review.
  • Deliver a final evaluation report including lessons learned, best practices, and actionable recommendations in both English and Vietnamese.

Qualifications:

  • Hold a Master's degree in Agriculture, Economics, Business Administration, or a related field.
  • Possess proven experience in research for development projects and program evaluations using qualitative and quantitative methods.
  • Demonstrate excellent analytical and report writing skills in English and Vietnamese, with an understanding of sustainable practices and value chain development.
