Functional Analyst

The Functional Analyst role at GovCIO involves supporting the USPS Logistics Tech Services Group. This includes analyzing Business Needs Statements, Epics, Features, and User Stories, ensuring that business requirements are translated into technical requirements. The analyst will work with architects and engineers to establish project estimates while maintaining system protocols by writing and updating procedures. Responsibilities also include providing direction to development and testing cycles, driving scope definition, and ensuring that delivered solutions meet technical and functional requirements. The analyst will provide technical expertise in issue diagnosis and resolution, including workaround solutions. They will also assist with Agile Ceremonies and release management as a Scrum Master backup. The ideal candidate will maintain industry knowledge, manage multiple IT projects, and present effectively at all organizational levels. Knowledge of Agile Methodologies, Version One, Java, UNIX, and SQL using Oracle DB are crucial. Incident Management skills for restoring production applications are also necessary.
