The role involves developing and implementing an annual content plan, creating multimedia content, providing analytics reports, and managing stakeholder communications.
Help develop and support regulatory policy documents, assist with international and domestic fishery management initiatives, and contribute to the coordination of key meetings and reports. In this role, you will draft and revise regulatory documents, collaborate with NOAA staff, and provide strategic policy input on fisheries management issues.

The Electronic Monitoring Program Analyst role supports NOAA’s Sustainable Fisheries Division in the West Coast Region by providing support to catch shares, electronic monitoring, and Groundfish permitting programs. The analyst will assist with permit applications, respond to inquiries, correct data reporting errors, draft documentation, and maintain records related to permit activity.
Evaluate Section 7 consultation requests and environmental documents under NEPA, CEQA, MSA, FWCA, and the Federal Power Act. Analyze effects of proposed actions on listed species and habitats and draft biological opinions and concurrence letters. Engage with agencies, tribes, and stakeholders to identify mitigation and conservation opportunities. The role supports implementation of the Endangered Species Act (ESA).
Assist the Permits and Monitoring Branch in managing federal fishing permits. Review, track, and process permit applications, renewals, and transfers for various West Coast fishery programs. Respond to constituent inquiries regarding permit procedures, application status, and regulatory requirements. Maintain records, submit sanction checks, and track non-disclosure agreements.
